The initial period of 2011-2013 was the precursory stage for developing the Rajiv Awas Yojana or the Rajiv Gandhi Housing Yojana. The Rajiv Awas Yojana, also known as RAY, is a visionary endeavour by the Ministry of Housing and Urban Affairs (MoHUA) that was launched in 2011 envisioning a slum-free India. The Rajiv Gandhi Awas Yojana was bureaucratically executed in two steps. This scheme focuses on resolving the issue of the unavailability of adequate housing facilities for the urban poor. After being ratified by the government, the Rajiv Awas Yojana envisions eliminating urban slums from India.

Rajiv Awas Yojana Scheme Objectives

The fundamental objectives of the Rajiv Gandhi Awas Yojana Scheme entail ensuring the availability of simple but quality residential provisions in multiple slum areas. The Rajiv Gandhi Awas Yojana list includes:

  • Promoting the idea of in-situ rehabilitation of slums by providing civic amenities, residential facilities, and other resources to both registered and non-registered slum clusters.

  • Supplying basic amenities such as roads, electricity, streetlights, drinking water, and sanitary sewerage and sanitation systems.

  • Eradicating unhygienic conditions of life and upskilling slum dwellers through vocational education to make them employable and self-sufficient.

  • Providing easy access to credit facilities and small loans to slum dwellers registered under the scheme through nationalised financial institutions and registered cooperatives.

  • Developing potential and optimising the use of resources to improve the functionality of local municipal governance towards providing relief measures to such slums that fall under their area of supervision.

  • Empowering the people who inhabit slums by introducing them to the privileges of citizenship and helping them overcome their social stigma and marginalised identity. Essentially, this means mainstreaming the vulnerable sections and the economically weak citizens to foster growth.

  • To nurture communities by facilitating the creation of associations for the cooperation of slum dwellers.

  • Finally, it aims to completely eliminate slum-based living and improve the standard of living for the slum dwellers.
