Biju Swasthya Kalyan Yojana (BSKY)- 2024

The Biju Swasthya Kalyan Yojana (BSKY) is a scheme administered by the Department of Health and Family Welfare in Odisha. The primary aim of this scheme is to offer universal health coverage with a focus on safeguarding the health of vulnerable families and women residing in Odisha.

Treatment under the various packages of the scheme is only available at Government healthcare facilities. Treatment for minor ailments and diseases under National Health Programs is reserved for Government facilities. 

These include the following:

• Management of superficial burns

• Minor injuries

• Malaria

• Typhoid fever

• Gastroenteritis

• Diarrhoea

• Dysentery

• Tuberculosis

• Urinary Tract Infection

• Heat stroke

• Surgeries for hydrocele

• Abscess drainage

• Lipoma

• Cyst excision

• Procedures like Dilatation and Curettage

The Government distributes the BSKY Smart Health Cards to each family. You can also collect your card at the designated Mo Seva Kendra by providing your valid NFSA/ SFSS Card. 

With this card, you can receive cashless treatment at any empanelled private hospital both within and outside the State. It allows you to access various services, including registration, consultation, medical tests, pathologies, treatment, inpatient care, and follow-up consultations at these hospitals.

Here are the eligibility criteria you need to meet to claim benefits under BSKY:

• BSKY Smart Health Card holders

• National Food Security Act (NFSA) cardholders

• State Food Security Scheme (SFSS) cardholders

For verification purposes, you also need to submit the following documents:

For Cashless IPD and Day Care Treatment

• BSKY Smart Health Card

• National Food Security Act (NFSA) Card

• State Food Security Scheme (SFSS) Card

For Getting Annual Health Coverage

• Biju Krushak Kalyan Yojana (BKKY) Card

• Below Poverty Line (BPL) Card

• Antyodaya Anna Yojana (AAY) Card

Note: A valid income certificate must be submitted at the empanelled hospital for low-income families who do not have these cards. This is valid for families with annual income below ₹50,000 in rural areas or below ₹60,000 in urban areas.

There is no direct application process for the Biju Swasthya Kalyan Yojana. All families that are covered under NFSA / SFSS within Odisha are eligible beneficiaries of the BSKY.

To claim the scheme's benefits, you must upload the minimum required documents, as listed in the package master. 

You need to submit these to the BSKY app within 7 days of discharge. If you share this documentation within the required duration, the BSKY application will accept your claim request. If you take more than 7 days to upload these documents after discharge, your claim may be rejected.

Once you raise e-swasthya claims in the BSKY application, you will receive payment electronically through the Public Financial Management System (PFMS) within 4 weeks. If you did not provide all the necessary documents at the time of raising the claim, the hospital will be asked to upload the missing papers.
