On March 12, 2018, a new bill was passed by the Arunachal Pradesh government to make amendments to the current land settlement and records bill. Earlier, there was a huge portion of land in the north-eastern part of the country which belonged to tribes and communities and not to any individual.
The paperwork of such land areas was also in a weak position. Even if some communities had their LPCs(land possession certificates), they were not helpful as the lenders and banks did not consider these for collateral security against loans. Therefore in March 2018, another bill was passed by the Arunachal Pradesh government giving rights to tribes, communities, etc., over their land by recognizing their LPCs. Now the communities and tribes can also lawfully lease their land as long as up to 33 years.
The state government announced that they are expecting lump-sum investments from outside that would help to boost the state’s economy. The government also cleared that these land areas can now be used as collateral security for funding loans from financial institutions.
The state’s indigenous population is eligible for applying for a land possession certificate in Arunachal Pradesh at the district’s deputy commissioner’s office. The approval of the application for LPC depends on the approvals by the village council of the concerned region and forest department.

There are different methods by which you can apply for a land possession certificate in Arunachal Pradesh. You can either download the form online and submit it in the designated office or get a form offline from designated authorities. The steps of the application process are:
Go to the closest branch of the regional office (Anchaladhikari) or the RTPS office near you. Get the LPC application form or download the same from the state government’s official portal.
Fill up the land possession certificate in the Arunachal Pradesh application form with the required information and attach all the required supporting documents, including your land ownership proof, ID proof, address proof, etc.
As soon as you submit the application form, you will receive an acknowledgment receipt with your land possession certificate in the Arunachal Pradesh application number mentioned on it. You can use this number to check the status of your application in the future.
Your application will be sent to the concerned officer, and you will be communicated about their decision regarding the approval via SMS on the registered mobile number.

The procedure of permanent residence certificate application is very simple. Follow the steps mentioned below -
Go to the official portal of Service Plus.
If you are a new user, it is mandatory to complete the registration process. The application will require details like address, contact number, email address, etc.
As soon as the information is entered, you receive an activation link on your registered email address. Following the steps mentioned, your verification will be completed and access to all the facilities of Service Plus will be granted.
If you have already signed up, then you can apply for the service of your choice by filling up primary details and attaching supporting documents.
You can pay the charges for the service using either a net banking, cheque, or debit card.
You can then check the current status of your permanent residence certificate on the homepage by tapping on the ‘Tracking’ option.
The concerned officer will review your application and your supporting documents. A two-step verification process is conducted before the certificate is signed digitally and sent to you. When the land department approves the application request, a permanent residence certificate with a digital signature is sent to the Service Plus account.
To track the application status of your permanent residence certificate, follow the below-mentioned steps -
Visit the official portal of Service Plus and under the citizen section tap on ‘Track Application Status Report’.
Another method to check your application status is to login into your Service Plus account and ‘View Status of Application’ under the ‘Track Application Status’ option.

On the http://eservice.arunachal.gov.in. tap on ‘Verify Certificate’.
Enter the application number and token number mentioned on the bottom side of the certificate.
Select the ‘Download Certificate’ option. Your certificate will be downloaded if the entered details are accurate.
