The Regional Transport Offices (RTO) in Kerala fall under the Motor Vehicles Department of the State Government of Kerala. In recent years, the department has facilitated easy access of RTOs and Sub-RTOs (SRTOs) online.
From registering a vehicle to obtaining a driving licence, RTOs in Kerala offer a hassle-free experience.

Vehicle Registration: RTO Kerala allows you to obtain a new registration or renew your existing one
Driving Licence: It conducts driving tests and issues/renews licences to eligible drivers
Fitness Certificate: These offices check the roadworthiness of the vehicles and issue certificates
Number Plate Services: It issues and replaces number plates on vehicles in compliance with the Motor Vehicles Act
Ownership Transfer: It ensures the rightful transfer of the vehicle’s ownership

RTOs in Kerala provide many services online. For vehicle registration, you will have to visit the respective office physically. Follow these simple steps to complete the process.
Visit the RTO office of your respective district
Submit the relevant documents and pay the applicable fee
After verifying your documents, the RTO will issue a temporary registration certificate (RC)
They will issue a permanent RC within 1 month of initiating the process
After an inspection from the RTO staff, you will receive your registration number as well
You need to submit proper paperwork when registering your new vehicle in the state. The following are some of the documentation required.
Pollution Fitness Certificate
Forms 20 and 22
Form 32 (if applicable)
Insurance Certificate
Proof of age and residence, such as PAN card, Aadhaar card, passport, etc.
Copy of the invoice
Customs clearance certificate if it is an imported vehicle

To get behind the wheel in the state, you need to have a driving licence. Follow these steps to apply for it online.
Visit the official website of Sarathi Parivahan at https://parivahan.gov.in/parivahan/
Click on the ‘Learner’s Licence’ option and choose ‘Kerala’ as the state name
Select ‘Apply for Learner’s Licence’ and fill in your details
Upload your photo and relevant documents and book a convenient slot for a test
Pay the required fee and verify the pay status
If you pass the test, RTO will issue you a Learner’s Licence
Once you have received your learner’s licence, you can apply for a permanent one on the main portal
Now that you are prepared to get your driving licence, ensure that you have all the relevant documents. These include:
Proof of identity, age, and residence like PAN card, Aadhaar card, voter ID, passport, etc.
Passport-size photographs
Driving school certificate (if applicable)
A copy of your learner’s licence
Receipt of fee payment

You can transfer the ownership rights of a vehicle on the RTO Kerala website. Follow these simple steps.
Visit https://parivahan.gov.in/parivahan/
Submit the application for transfer of ownership online jointly or separately by the seller and purchaser
Enter the OTP received on the mobile phone of both the seller and the purchaser
Make online fee payment and upload the relevant documents in Forms 29 and 30
