How to Download Forms

To register through official Haryana transport website follow below steps:

1. Take your new vehicle to the nearest RTO office

2. Complete and submit Form 20 along with the required documents, such as proof of purchase, insurance, and identity documents

3. The RTO superintendent will inspect and verify the submitted documents

4. Make the required payment for registration and applicable taxes at the cash counter

5. Your vehicle will undergo an inspection by the Inspector of Motor Vehicles

6. The RTO office will enter the vehicle's details into the centralised database

7. The RTO superintendent will check the accuracy of the data entered

8. The Assistant Regional Transport Officer (ARTO) will approve the registration after verification

9. Once the Smart Card is printed, it will be dispatched to your registered address by post

In case of a sale or the owner's death, the vehicle’s ownership must be transferred. This can be done by submitting Form 29 and Form 30 along with the original RC and other documents to the RTO.

 

Here are the guidelines for transferring vehicle ownership at the Haryana RTO:

• Transfer of Ownership in Case of Normal Sale

1. The seller (transferor) must inform the relevant RTO about the vehicle's ownership transfer using Form 29. This should be submitted to the RTO under whose jurisdiction both the seller and buyer reside or conduct business.

2. If the vehicle is registered within the same state (Haryana), the buyer (transferee) must apply for ownership transfer using Form 30 within 14 days of the sale. This application must include the necessary documents outlined in Form I.

3. For vehicles registered outside Haryana, the buyer must apply for ownership transfer within 45 days of the sale using Form 30, accompanied by documents listed under Form I and Form II.

4. The applicable fees and taxes must be paid as per Rule 81 of the Central Motor Vehicle Rules, 1989.

 

Similarly, you can transfer the ownership of your vehicle in the other cases too. They are as follows:

• For Transfer Due to Death

If the owner of the vehicle passes away, the legal heir must apply for ownership transfer in Form 31 within three months

• For Auction Purchases

If a vehicle is purchased through a public auction held by or on behalf of the Central or State Government, the new owner must apply for ownership transfer using Form 32 within 30 days of taking possession

• Online Application Process

While you can submit your application online, you will still need to visit the local RTO to provide biometric data and take the mandatory driving test. Follow these steps to apply online:

1. Visit the Parivahan website at https://parivahan.gov.in/parivahan//en

2. Click on the "Drivers/Learners Licence" tab

3. Select "Haryana" from the drop-down list

4. You will be redirected to https://sarathi.parivahan.gov.in/sarathiservice/stateSelectBean.do

5. Choose either "Apply for Learner Licence" or "Apply for Driving Licence”

6. Follow these steps:

   • Fill in the application details

   • Upload the necessary documents

   • Upload your photo and signature (if completing eKYC via Aadhaar, only the signature is required)

   • Book a slot for your learner’s licence test

   • Make the payment

   • Verify the payment status

   • Print the receipt

7. Your application number will be sent to your email and phone number

8. To book your driving licence test slot, enter your application number and date of birth

9. After payment, print your application form and payment slip, and bring them to the RTO on the day of your driving licence test

• Offline Application Process at the RTO

If you prefer not to apply online, you can visit your nearest RTO in Haryana to apply for your driving licence. Here’s how:

1. Visit the RTO office and complete the application form. Submit it along with the required documents and passport-sized photographs.

2. The RTO officer will verify your details to check your eligibility for the driving test

3. If you opt for a Smart Card driving licence, an additional fee of ₹200 will be applicable

4. Your driving test will be scheduled and conducted by a Motor Vehicle Inspector

5. If you pass the test, your driving licence will be sent to your registered address within the stipulated time

6. If you do not pass, you can retake the test after 7 days

If your licence is expiring or has expired, you can renew it by submitting Form 9 along with the existing licence, proof of address, and medical certificate if necessary.

 

To renew your driving licence in Haryana, follow these steps:

1. Visit the official website at https://sarathi.parivahan.gov.in/sarathiservice/stateSelection.do

2. Select "Haryana" as your state

3. You will be redirected to https://sarathi.parivahan.gov.in/sarathiservice/stateSelectBean.do

4. Click on “Apply for DL Renewal”

5. Pay a renewal fee of ₹50 if the renewal is done within 30 days of licence expiry

6. In case of a delay, an additional late fee of ₹50 will be applicable. If opting for a Smart Card Driving Licence, an extra fee of ₹200 will be charged.

 

Make sure to complete the renewal within the given time to avoid extra charges.

To apply for an International Driving Licence in Haryana, you must have a permanent Indian driving licence. This process cannot be completed online, so you will need to visit the local RTO in person. 

 

Follow these steps:

1. Submit the application form (Form 4A) in person at the Haryana RTO

2. Alternatively, fill out the form online via the Ministry of Road Transport & Highways portal (parivahan.gov.in) and bring the acknowledgment slip along with the necessary documents to the RTO

3. Provide copies of your valid driving licence, visa, passport, and three passport-size photographs

4. Pay the required fee of ₹1000

5. You will receive an International Driving Permit valid for 1 year
