Telangana RTO is responsible for several functions, some of them are as follows:
One of the primary functions of the Telangana RTO is vehicle registration. When purchasing a new vehicle, it's mandatory to register it at the RTO. The process involves submitting documents such as proof of purchase, insurance, and identity verification. Additionally vehicle owners must renew their registration periodically to continue using their vehicles legally. The renewal process too requires the submission of the original registration certificate, proof of insurance, and the applicable fees.
The RTO issues various types of driving licences in Telangana, including:
Learner’s Licence
Permanent Licence
To apply for a licence, visit the nearest RTO with the necessary documents, fill out the form, and schedule an appointment for the test.
The Telangana RTO is responsible for issuing different types of vehicle permits, including:

Goods Carriage Permit
The RTO collects road tax based on the type and class of the vehicle. The amount is usually calculated as a percentage of the vehicle’s value and is essential for maintaining road infrastructure in the state.

As per the Motor Vehicles Act of 1988, you cannot drive a vehicle without RTO registration. Therefore all motor vehicle owners must get vehicle registration in Telangana at the nearest RTO.
There are two types of vehicle registration in Telangana which are explained as follows:
Under permanent registration, your vehicle is registered with Telangana RTO for the next 15 years. You will have to renew the TS vehicle registration after 15 years. To get a permanent vehicle registration in Telangana, follow the steps mentioned below.
Go to the closest RTO in the state
You will be required to fill RTO application form (Form numbers 20, 21,& 22)

Enter all the mandatory details required in the forms
The applicant will be required to submit certain documents:
Identity Proof
Address Proof
Insurance Certificate
PUC Certificate (Pollution Under Certificate)
Vehicle Invoice
TRN Number (Temporary Registration Number)
Passport-size Photographs
Submit the form with these documents. Once the form is submitted, the verification process will begin. During the verification, the applicant will be asked to bring the vehicle to Telangana RTO. The RTO in Telangana will then issue the vehicle registration number.
When you purchase any vehicle, a temporary vehicle registration is issued by the dealer. However, this registration is valid only for a limited time. Hence, you should get a permanent TS vehicle registration number within 30 days of the temporary registration being issued from the Telangana RTO.
As you get your vehicle registered it is equally important to get a good insurance plan for your vehicle.

In case of vehicle sale or the owner's death, vehicle ownership must be transferred. The process requires the submission of Form 29 and Form 30 to the RTO, along with the original registration certificate and a no-objection certificate (NOC) from the bank (if the vehicle was financed).

To apply for a learner’s licence, you should visit the Licensing Authority in person and provide the following:
Filled Application Form II (available through the RTO)
Fee of ₹150 for each vehicle category
Proof of age
Proof of residence
Medical Certificate in Form 1A, if applicable (this includes a declaration in Form 1)
3 recent passport-sized photographs
After holding a learner’s licence for 30 days, you can apply for a permanent licence. This involves a practical driving test and submission of the necessary fees.
Documents Required
To apply for a permanent driving licence, you need to submit Form 4 along with the following documents:
A valid learner’s licence for the type of vehicle you are applying for
Three recent passport-sized photographs
A medical certificate in Form 1A, if applicable, along with a declaration in Form 1
You must pay ₹200 as a fee.
To renew your driving licence:
Submit Form 9 along with your existing licence
Provide a medical certificate (for those above 40 years of age)
Pay the renewal fees of ₹200
To obtain an IDP, submit Form 4A along with your existing licence, passport, visa, and required fees. The IDP allows you to drive in foreign countries legally.
