The Transport Department of every state government provides the transporters a type of registration for the carriage of goods throughout India. This registration is called a National Permit or All India Permit. These permits are issued under rule 86 & 87 of Central Motor Vehicles Rules, 1989. In order to obtain this permit, the maximum age of the vehicle cannot be more than 12 years (15 years in case of multi-axle vehicle).
Two types of permits are issued by State Governments for goods carriage - State Permit and National Permit.
Using a State Permit, vehicles can travel only in the State in which the permit was issued. On the other hand, a National Permit allows a vehicle to go outside the home state. These permits are issued for a minimum of 4 continuous states, including the home state.

As you’ve already seen before, commercial vehicles wanting to operate outside of its home would have to apply for a national permit. As you’ve already seen above, a permit for a commercial vehicle is only valid for a limited period. Therefore, you would have to ensure that you renew the permit before it expires to continue enjoying its benefits. The vehicle permit renewal fees tend to be the same as the charges levied for applying for a new permit.
Ideally, you should submit the Permit Renewal Application (PRA) at the concerned Regional Transport Office (RTO) at least 15 days before its expiry date. Failing to do so can lead to a levy of late fees, which can end up increasing your costs significantly.
