The Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan Scheme (PM-KUSUM Scheme) aims to enhance energy security for farmers in India. 

 

The scheme was designed to support the Indian government’s commitment to increasing the proportion of electricity generated from non-fossil fuel sources to 40% by 2030.

 

This initiative is part of India's Intended Nationally Determined Contributions (INDCs). It ensures farmers access renewable energy easily and reinforces the country’s focus on renewable energy development.

Features of the PM-KUSUM Scheme

The PM-KUSUM Scheme comes with a wide range of features under each component. Here are some key features you need to know about:

  • Component A involves installing 10GW grid-connected stilt-mounted decentralised solar plants and other renewable energy-based power plants of 500 KW to 2 MW each

  • Component B includes installing 17.50 Lakh stand-alone solar pumps with capacities of up to 7.5HP

  • Component C provides finance for installing 10 Lakh grid-connected agricultural pumps, each with a capacity of 7.5HP

Key Benefits of the PM-KUSUM Scheme

The PM-KUSUM scheme strives to provide cutting-edge technology to farmers and supply sources for de-dieselised irrigation. Here’s how the scheme is beneficial:

  • Construction of solar plants generating 28,250 MW of power by the government

  • Promotes use of renewable energy to reduce farm pollution and support eco-friendly cultivation

  • The government offers subsidies for state-of-the-art solar pumps with 720 MW capacity

  • The government also offers a subsidy of 60% and provides a 30% loan for the total installation cost

  • Farmers need to bear only 10% of the installation cost for solar plants and pumps

  • Rural landholders can get a stable income from barren land with solar plants for 25 years

  • Farmers can sell surplus power to the government and boost their income

  • Solar plants are set up above a minimum height on cultivable land to enable continued cultivation

Components of the PM-KUSUM Scheme

This scheme has the following 3 components: 

Component A

  • With the scheme, the government targets to establish 10,000 MW of Decentralised Grid Connected Renewable Energy Power Plants on barren land

  • It allows individual farmers, groups of farmers, cooperatives, panchayats, Farmer Producer Organisations (FPOs), and Water User Associations (WUAs) to set up renewable energy-based power plants (REPPs) ranging from 500 KW to 2 MW capacity

  • These power plants can also be installed on cultivable land using stilts, allowing crops to be grown below the solar panels

  • Projects will be situated within a 5 km radius of sub-stations to minimise sub-transmission line costs and reduce transmission losses

  • Local Distribution Companies (DISCOMs) will purchase the electricity generated at pre-fixed tariffs

Component B

  • With the scheme, the government aims to install 17.50 Lakh stand-alone solar agriculture pumps

  • Individual farmers in off-grid areas, where grid supply is unavailable, will receive support to replace existing diesel agriculture pumps or irrigation systems with stand-alone solar pumps up to 7.5 HP capacity

  • Pumps exceeding 7.5 HP capacity can be installed, with financial support limited to 7.5 HP capacity

Component C

  • With the scheme, the government aims to solarise 10 Lakh grid-connected agriculture pumps

  • Individual farmers with grid-connected agriculture pumps will get help in solarising their pumps

  • Solar power generated will be utilised for irrigation, and surplus solar power will be sold to DISCOMs at pre-fixed tariffs
